Utility Sector Comprehensive Emergency Management and Mission Continuity Presentation Covers:

This presentation explores the application of an integrated emergency management and continuity of operations approach to enterprise-wide emergency planning and crisis management for a four service utility (electric, natural gas, water, and wastewater)serving a population of 500,000 in the greater Colorado Springs area.

Presented by Steven Kuhr. Steven is Manager of Emergency Management and Continuity at Colorado Springs Utilities. In this capacity he leads a team which is responsible for a comprehensive crisis management program by integrating the practices of emergency management, homeland security, and continuity of operations for the four utility services - Electric, Natural Gas, Water, and Wastewater services - for the City of Colorado Springs and a number of communities across the Pikes Peak Region.  Steven holds a Bachelor of Science in Emergency Management Administration and a Master of Science in Homeland Security Management.

Implementation of the ICS Presentation Covers:

Lessons learned from the implementation of the Incident Command System, including Interagency Coordination efforts, during a catastrophic wind storm in March 2017.

Aaron Kantor is the Director of Emergency Management and Public Safety at Consumers Energy.  Aaron’s team is responsible for the Company “All Hazards” approach to emergency management to include emergency preparedness, business continuity and the integration of the Incident Command System (ICS) into incident response across key parts of the business to include Electric Operations, Gas Operations, Generation Operations, Security and Shared Services.  Aaron holds a Bachelor of Arts degree from the University of Michigan, in addition to being a graduate of the Federal Bureau of Investigation (FBI) National Academy (223rd Session) and the Michigan State University School of Staff and Command.   

Operation Power Play 2017 Covers: 

Emergency Response planning starts long before an event.  Drills and exercises are a key part of preparing the response team.  Working with public agencies can also be an important part of an emergency response plan.

ComEd, partnering with multiple sponsor agencies, lead a statewide exercise that included participants from more than 50 public and private agencies in Chicago and across Illinois.  Identifying key contacts and developing relationships across these varied areas during the exercise planning sessions is expected to be beneficial to all during emergency response events.

Rob Fournie has been with ComEd for 29 years and is the Director of Emergency Preparedness for ComEd.  His responsibilities include oversight, development and execution of emergency preparedness and response strategies for ComEd. Rob has extensive electric utility operational experience; including notable roles include Manager of Distribution Reliability in the City of Chicago, and Manager of Transmission Lines Engineering. Rob’s storm role experience includes; Operations Section Chief in the ComEd EOC, Region Emergency Response Manager, Field Incident Commander and Operations Lead in Joint Operation Centers with County/Municipality Representatives. Rob is a graduate of Southern Illinois University with a Bachelor's of Science Degree in Electrical Engineering.
